The Italian computer magazine "Login" published on its issue of January and February an interesting article on the latest guidelines on accessibility issued by the Italian Ministry of Innovation.
As explained in the article, Stanca Law (from the name of the Minister who wanted it), number 4 of January 9, 2004, is about accessibility of disabled to computer tools.

This law is particularly addressed to Public Administration and public services, as schools.

This magazine stressed the importance of new technology and above all of the internet, in a society rapidly adapting to technological development, providing any kind of online services.

The text clarifies several paragraphs of the law, giving explanations about improvements of existing web sites and analysing a previous decree, which states how Public Administration should consider Open Source programmes in its technological choice.

For this reason, the National Center for Computer Technology in the Public Administration (CNIPA) will provide a support to the administrations adapting to the decree, by adopting for example Plone Content Management System.

CNIPA helped in the realization of the "Reuse Portal", a portal which aims to reuse software and components built by or for the Public Administration in case of need, so that people can benefit from a sort of catalogue including existing programmes. This will lead to a huge cut of the expenses, allowing to put more resources in those sectors, which have not been computerized, yet.
